The Failure of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Immense energy is allocated on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to fill in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a assumption well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the situation will not shift further in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until circumstances change in its advantage.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
